To fix an error on Android phones that says can't upload files due to low memory, you just need to do the following:

• Go to the Settings on your android phone
• Then scroll down and look for menu Developers Options, then click on
• Scroll down to the Apps section, see the option Don't keep activities whether the toggle is in the enable position or not.
• If the toggle is in the enable position, then disable the toggle
• And you can try returning to your browser and uploading the media file that you want to upload or before you can restart your Android phone before trying to upload the file again.

That's the way I did it on my Samsung phone to solve the problem of not being able to upload files due to low memory.
